Ethics commission issues warning letter to Sunshine Ordinance Task Force on missed deadlines

The San Francisco Ethics Commission voted on Dec. 19 to find that the Sunshine Ordinance Task Force had violated the city——————————————————————————————————————————————————— sunshine ordinance's 45-day review requirement in a case arising from a complaint by Joel Warney.
Staff told the commission that Joel Warney, a former patient at San Francisco General Hospital, sought records from the Department of Public Health and that a public information officer did not respond in a timely manner. The staff recommendation was to find a violation and to send a letter of warning rather than pursue stronger sanctions.
Bruce Wolf, incoming chair of the Sunshine Ordinance Task Force, told commissioners the task force had experienced a backlog caused in part by a required appointment vacancy (a person with a disability) that prevented meetings for months; "there was a period of time where the task force was unable to meet and it developed a very large backlog," Wolf said. The task force representative said the task force has made procedural changes (scheduling IDR matters first, reinstituting complaint subcommittees) to address the backlog.
Commissioners voted to find a violation and to issue a warning letter documenting the determination. The commission———————— will post the full determination and the staff recommendation on its website according to standard practice.
