The San Francisco Fire Commission on Feb. 28 unanimously appointed the candidate listed on the agenda as Dr. Stephen E. Chang as the department physician.
Commissioner Fraser (who said she served on the interview panel) recommended the candidate during the public portion of the meeting and the commission moved, seconded and recorded a unanimous vote to appoint the physician.
Later in the meeting the commission voted to go into closed session on Item 7. When the commission returned to open session it reported that it had "adopted the findings of fact unanimously" and cited California Government Code section 54957.1(a)(5) and San Francisco Administrative Code section 67.12(b)(4). The commission then voted, again unanimously, not to disclose the closed-session discussions as allowed under local rules.
The meeting record shows the motion and unanimous votes but does not record numerical roll-call tallies in the public transcript. Staff said the appointment motion carried and that the closed-session findings were adopted.
