The commission held a hearing on complaint Fourteen‑131112 concerning Jacqueline Norman’s failure to file required semiannual campaign statements after her 2010 District 10 campaign. Staff representative Garrett Chatfield told commissioners the respondent had ceased filing on Jan. 31, 2011, and had outstanding cash balances and debts that prevented legal termination of the committee. Chatfield said staff sent repeated notices and attempted telephone and email contacts; the respondent did not appear for the hearing.
Commissioners discussed mitigating factors, including apparent lack of deliberate concealment and possible candidate unfamiliarity with filing responsibilities, but cited repeated noncooperation and the staff time devoted to pursuing the matter. Staff reviewed prior settlement ranges for similar violations (typically about $500 where respondents cooperated early) and recommended a penalty scaled upward to reflect staff effort and noncooperation.
After discussion, the commission approved a motion accepting staff’s recommendation to find six violations and impose $1,500 per count. The motion passed 4–1. Commissioners emphasized the commission’s preference for early cooperation to mitigate penalties and noted that unpaid judgments would be forwarded to the city’s Bureau of Delinquent Revenue for collection.
