Ethics Commission adopts FY2012–13 annual report; Commissioner Keane recused from vote

The San Francisco Ethics Commission adopted its fiscal‑year 2012–13 annual report after formalizing a recusal request from newly seated Commissioner Keane.

Commissioner Keane said he should be recused because this was his first meeting and he had not had sufficient opportunity to review the substantive back‑and‑forth on the report: “I ask to be recused, from voting on this issue, because it is my first meeting,” Keane said. The commission voted to approve the recusal (the chair recorded the result after clarification as 4–0 in favor of allowing the recusal).

With the recusal in place, Commissioner (speaker 7) moved to adopt the draft annual report and a second was recorded. The chair noted a handful of minor typographical corrections and a tense correction that staff agreed to make. The commission then adopted the report unanimously.

Members and public commenters had urged the commission to include more outcomes and to address Sunshine Ordinance concerns; those comments were recorded in the meeting's public‑comment record but did not prevent the report’s adoption during this session. The commission recorded the corrections and moved on to other agenda items, including approval of minutes and the executive director’s report.
