The San Francisco Ethics Commission endorsed staff’s recommendation that outsourcing the city's electronic filing system remain the most effective approach and authorized staff to proceed with the departmental approvals required for renewal of the Netfile contract.
Staff told commissioners that Netfile is the only vendor certified by the California Secretary of State to file campaign finance statements and that the shared platform serves more than 20 cities and counties, which has kept maintenance costs relatively low. The staff noted the initial contract costs were about $90,000–$100,000 per year and that the renewal will increase costs to roughly $117,000 per year; staff said that while costs are rising, in-house alternatives would likely be more expensive and provide less functionality.
Commissioners asked whether any viable alternatives exist; staff said none were available and that the endorsement was necessary before proceeding to the Civil Service Commission and other departments for final sign-offs. A motion to endorse the outsourcing determination was moved, seconded and approved by voice vote.
The commission also approved the April 1 special meeting minutes and received an executive director's report noting a schedule change for the May meeting and a publicity item from Socrata highlighting the commission's website.
