Fire Commission approves department physician's request for secondary employment with conditions

The San Francisco Fire Commission voted unanimously on Oct. 10 to approve department physician Dr. Terrazas's request for secondary employment.
Commissioner Francie Covington moved to approve the request and Commissioner Michael Hardiman seconded. City Attorney Brad Ressy advised that secondary-employment requests may be discussed in open session unless evaluation of the doctor's performance is required. Dr. Terrazas told the commission the additional work would occur off duty and estimated "about four hours a month." He agreed to notify the commission if his outside work led to any legal process in which his departmental affiliation would be used.
Chief Joanne Hayes White and counsel confirmed the commission is the appointing authority for the department physician and that secondary-employment approvals are evaluated case by case, with attention to rest and workload for shift staff. Commissioners asked that the approval be considered part of the doctor's ongoing personnel oversight and noted the form covers a one-year authorization that would be revisited if the doctor intends to continue beyond the stated period.
The motion passed with a unanimous vote recorded as "Aye."
