Commission honors three SFPD officers for applying tourniquet to save 13-year-old shooting victim

The San Francisco Fire Commission recognized three San Francisco Police Department officers on Jan. 11 for life-saving actions during an Oct. 9, 2016 shooting.
Interim Police Chief (identified in the record as the department's interim chief) described how officers from Mission Station, including Officers Brandon Rock, Raymond Fernandez and Nadia Mohammed, responded to a 911 call after a 13-year-old boy was shot at Valencia and 20th streets. According to the account, officers secured the scene, applied direct pressure, improvised and then applied a department-issued tourniquet to stop arterial bleeding to the victim's upper leg, preventing further blood loss until paramedics arrived.
The Chief noted the SFPD first began issuing stretch-wrap tourniquets in July 2014 following a grant purchase; officers had previously used them on civilian victims. The suspect in the shooting was arrested days later, the Chief said. Chief Joanne Hayes White and members of SFFD praised the police officers' quick actions; the commissioners presented certificates of meritorious conduct to Officers Mohammed and Fernandez and said a certificate will also be presented to Officer Rock.
Officer Nadia Mohammed and Officer Raymond Fernandez spoke briefly to thank the commission.
What's next: The police department has nominated the officers for a SFPD lifesaving award; the commission recorded its appreciation during the meeting.
