Gonzales said the EMS division currently lacks a lieutenant‑level first manager equivalent to lieutenants in suppression, and the H‑23 would perform administrative supervision, logistics coordination, scheduling, and oversee ambulance fleet availability and maintenance. He described the proposal as still in drafting stages and under discussion with the Department of Human Resources, Local 798, and the City Attorney’s Office.
Commissioners generally supported the proposal, noting it would give EMTs additional advancement opportunities without requiring paramedic certification or lateral moves into other ranks. Gonzales and Chief Joanne Hayes White thanked commissioners for their involvement and noted that final numbers of H‑23 positions will be determined based on operational need.
What happens next: Department staff will continue to negotiate classification language with DHR and labor representatives and return to the commission with proposals for implementation and proposed counts of positions.
