SFPD reports concentrated weekend arrests, loitering and party-bus problems on Broadway corridor

Officer Steve Mathias of Central Station briefed the commission on enforcement and compliance efforts in the Broadway/Grant Street corridor, describing recent weekends with large crowds that required supplemental units, multiple arrests, and recurring problems the department is tracking.
Mathias outlined a new notice-of-violation form to document Entertainment Commission–related infractions and an outreach program to educate clubs about permit restrictions. He reviewed several weekend incident summaries: a busy night with multiple felony arrests and traffic violations, an assault that involved a weapon near a club, narcotics arrests and several on-view observations of blocked sidewalks and loitering outside venues. Mathias also flagged problems caused by party buses — large groups unloaded into a small area, sometimes intoxicated, creating pick-up delays and street-level disturbances.
Commissioners asked for the police presentation to differentiate incidents that are demonstrably club-related from those that merely occurred in the corridor. Several commissioners asked whether police track repeat party-bus operators and how the new city smoking ordinance (which pushes smokers to the curb) might affect sidewalk safety and police visibility.
Mathias said the department will provide violation reports to commission staff and that Central Station has been coordinating with other units (Vice, traffic) and with Entertainment Commission staff on outreach. Commissioners agreed to develop an internal policy to hear complaints from clubs who suspect they are being targeted by repeated citations; Commissioner Meeco and Commissioner Joseph were tasked with drafting that policy with staff.
Next steps: Police will deliver the notice-of-violation summaries to commission staff and continue outreach; commissioners will review a proposed policy for investigating repeat citations.
