After contested hearing, commission requires Halcyon to adopt logs, sound study and a limiter; good-neighbor policy updated

After a lengthy, often tense hearing the San Francisco Entertainment Commission on Dec. 18 adopted a package of conditions aimed at reducing neighborhood noise and improving enforceability for Halcyon's permits and approved an updated Good Neighbor Policy for the city’s entertainment districts.
Staff presented complaint and inspection timelines showing repeated reports about Halcyon at 314 Eleventh Street; a citation from Oct. 13 (alleging a peak of 123.7 dB above a 116 dB limit) is under appeal and scheduled for an administrative hearing. Halcyon’s legal representatives and supporters said the venue has invested heavily in sound mitigation, offered to help neighbors with window treatments, and described operations intended to bring international late-night performers to San Francisco’s nightlife.
Neighbors and complainants testified that they continue to experience noise disturbances and cited recent over-limit readings. SFPD and staff described enforcement history and explained the escalation process from warnings to citations and hearings.
To address the dispute and create measurable compliance tools, the commission unanimously adopted staff-drafted conditions — as amended on the floor — requiring the permit holder to: provide a calendar of events that will extend entertainment past 4 a.m. at least one week in advance to the director, concerned neighbors and SFPD Southern Station; keep nightly date- and time-stamped photographic or video evidence of closing times; maintain a nightly interior decibel log for all hosted entertainment; hire a third-party sound consultant to conduct a two-night sound study (EC staff to be on-site during the study); use a sound limiter while operating sound equipment; and maintain an on-site staff person trained to operate the sound system. Commissioners set a target window for implementation and study coordination by Feb. 1 and retained authority to require follow-up reviews or return the matter to the calendar for further enforcement.
Commissioners also reviewed and adopted a substantially revised Good Neighbor Policy, updating boilerplate language, tightening enforceable requirements (including lead training and clearer notification processes) and directing staff to distribute the revised policy to permit holders and enforcement teams.
The commission’s action applies to Halcyon’s place-of-entertainment and extended-hours permits. Staff will schedule the sound study, verify limits and maintenance of logs, and report results to the commission. The Oct. 13 citation remains under appeal and the commission noted that final enforcement steps could be affected by the outcome of that administrative process.
