Commission approves two limited live‑performance permits for neighborhood venues

At the first hearing, staff presented an LLP application for Ferment, Drink, Repeat, a new brewery and taproom on San Bruno Avenue. Co‑owner Shay England told the commission she and her husband sought the permit to host acoustic bands, occasional karaoke and open‑mic nights; staff said the application file included about 70 signatures of support, letters from neighboring businesses and a letter from the Portola Neighborhood Association, with a single letter of conditional opposition from a nearby elderly neighbor. Bayview station recommended approval with a monthly calendar requirement. Commissioner Lee moved to approve the permit with the Good Neighbor Policy; the commission voted by voice with Commissioners Frost, Lee, Thomas, Perez, Cavanaugh and President Tan all recorded as “Aye.”
The second application, RS94109 at 835 Larkin Street, is a combined record store and coffee bar seeking occasional music, performance art and DJ sets. Co‑owner Sarab Harouni described two successful trial events since reopening and sought permission to host shows generally between 6 p.m. and 10 p.m. initially, with a possible extension to 11 p.m. after a probation year. Staff reported approximately 85 signatures of support and eight letters, including one from the Larkin Street Merchants Association; Tenderloin station requested one security guard on nights when a live band performs and a schedule submitted at least one week prior. Commissioner Perez moved to approve; another commissioner seconded and the motion passed by voice call.
Both approvals included the standard Good Neighbor Policy conditions and the commission noted staff and police conditions (monthly scheduling for Ferment, Drink, Repeat; security and advance schedule for RS94109) to address neighborhood impacts.
What’s next: Staff will notify permit holders of the conditions and continue periodic inspections and enforcement as needed.
