Entertainment Commission approves multiple permits and grants Penthouse Club extended hours

The San Francisco Entertainment Commission on Tuesday approved a string of venue permits and signed off on an extended-hours allowance for the Penthouse Club, citing community outreach and planned enforcement conditions.
Deputy Director Azevedo told the commission the consent agenda included a limited live performance permit for Comstock Saloon (155 Columbus Ave). Central Station recommended approval with no added conditions; commissioners voted to grant the L.L.P. permit unanimously. Owner Chris Lawrence then sought a place-of-entertainment permit for Southern Pacific Brewing (620 Treat St.) to host unamplified music and the Golden Gate Symphony. Lawrence said events had run there for years without neighbor complaints; the commission approved the POE permit with standard good-neighbor conditions.
The commission also considered an extended-hours premises permit for the Penthouse Club (408–412 Broadway). Azevedo asked the commission to adopt Planning Commission motion No. 20330 for land-use reasons. Representative Jeremy Paul and owner Joseph Caruba described extensive community outreach, a security plan and planning’s 6–1 vote in favor; they said the planning commission would review the allowance in one year. SFPD Central Station Officer Mathias testified that his station opposed extending hours generally, citing higher calls-for-service after 2 a.m., reduced overnight staffing and neighborhood protest letters. Commissioners discussed staffing, staggered closing times and security measures before moving to adopt the planning commission motion and grant the EHP. The commission recorded an affirmative roll-call vote from the present members.
A change-of-ownership place-of-entertainment permit for Vertigo (1160 Polk St.) was also approved. Representative David Villalobos and the new owner described renovations, new soundproofing and on-site security; Northern Station recommended approval with no added conditions.
The measures were routine roll-call approvals; commissioners repeatedly emphasized compliance with the Good Neighbor Policy and asked staff to coordinate next steps with each permit holder.
The commission recessed briefly and then returned to continue a separate, contested hearing on Halcyon (314 Eleventh Street).
