Commission adopts bulletin updating rules for San Francisco's all-electric new-construction ordinance

The commission voted Jan. 20 to adopt changes to Administrative Bulletin 112 that implement Board of Supervisors amendments to the city's new-construction all-electric ordinance.
Barry Hooper of the Department of the Environment summarized key revisions: the ordinance will apply to projects that submit their initial application for site permit on or after June 1, 2021; limited exceptions were added to allow gas piping for commercial cooking where necessary; and if a project sponsor believes a preexisting contractual obligation conflicts with the ordinance, the matter will be referred to and honored by the City Attorney's Office.
Commissioners asked about intersections between underground transformer installation practices and the ordinance; staff noted ongoing coordination with PG&E and the California Public Utilities Commission and said the bulletin includes exceptions for conflicts with utility constraints. The item carried on a unanimous roll-call vote.
