The Commission on Community Investment and Infrastructure on Aug. 20, 2024 approved three separate personnel actions: MOAs with IFPTE Local 21 and SEIU Local 1021 covering July 1, 2024 through June 30, 2027, and a salary resolution to implement the negotiated wage changes for OCII staff. Commissioners approved each item separately by roll call with four ayes and one absence.
April Ward, principal personnel analyst in OCII’s human resources department, summarized the agreements’ key terms: a 13% total cost‑of‑living adjustment phased across seven wage steps (1.5% effective 07/01/2024, 1.5% effective 01/04/2025, 2% on 07/01/2025, 1.5% on 01/03/2026, 2% on 06/30/2026, 2% on 01/02/2027, and 2.5% on 06/30/2027). Ward said some classifications would receive a one‑time 4% equity adjustment on top of the first increase and that the projected three‑year cost is about $2.7 million, which staff factored into OCII’s budget model using redevelopment property tax trust funds (RPTTF), developer reimbursement fees and other agency funds.
Ward also described negotiated changes to subcontracting notification requirements, bereavement‑leave timing and a new provision allowing up to five days of accrued sick leave for reproductive loss; she told the commission these provisions have no additional fiscal impact. Union leaders who attended urged approval: Alok Vyas (SEIU Local 1021 president and OCII senior planner) and Maria Pecoa (IFPTE Local 21 co‑president and OCII senior contract compliance specialist) spoke in favor of ratifying the MOAs.
Commissioners asked staff about the fiscal modeling and the implementation timeline; Ward said the 1.5% increase effective July will be paid retroactively on paychecks dated Aug. 30, 2024 if the commission approved the resolution. The commission approved the MOAs and salary resolution in separate motions (Res. 19‑2024, 20‑2024 and salary resolution 21‑2024) by roll call (4 ayes, 1 absent).
