OCII approves three-year special-tax consulting contract with Goodwin Consulting Group

The San Francisco Commission on Community Investment and Infrastructure on June 18 approved a three-year contract with Goodwin Consulting Group Inc. to provide special-tax consulting services for the commission's community facilities districts (CFDs).
Director Koslovsky introduced the item and Mina Yu, OCII senior finance and project manager, told commissioners Goodwin was the highest-scoring respondent to the controller's November 2023 request for qualifications and has worked with OCII since 2001. "We are seeking a 3 year contract from today to 06/30/2027 with 2 1 year options to extend the contract and the amount not to exceed $463,432," Yu said. Yu outlined the contractor's scope: calculating annual special tax levies and revenues, computing annual appropriation limits, ensuring continuing-disclosure and other annual reporting compliance, and providing as-needed support for bond issuances and property annexations.
No members of the public spoke on the item. Following a motion and second, the commission voted 5-0 to approve the personal services contract. Commissioners recorded their votes as: Commissioner Aquino ' yes; Commissioner Drew ' yes; Commissioner Lim ' yes; Vice Chair Scott ' aye; Chair Bevette Brackett ' aye. The commission noted payment for the contract will come from CFD special-tax revenues.
The contract term and dollar limit were presented as not-to-exceed values; the commission did not adopt any changes to the scope or fee schedule at the meeting. OCII staff said the contract will support administration and debt-management functions across OCII's seven CFDs, including South Beach, Rincon Point, Mission Bay (north and south) and Hunters Point Shipyard project areas. The commission will receive any subsequent contract extensions if and when the one-year options are exercised.
