Commission creates permitting-focused subcommittee to oversee reforms and customer experience

Staff and the deputy city attorney clarified Brown Act constraints: a quorum of commissioners may not attend subcommittee meetings if it would constitute a full commission meeting, and membership can be reconstituted annually.
