At the start of the meeting the committee moved and adopted a resolution under AB 361 allowing the committee to meet remotely during the COVID‑19 emergency. The motion was seconded and the clerk recorded ayes and announced the resolution was adopted.
Later in the meeting, deputy city attorney counsel briefed the committee on changes to the legal framework for remote participation, noting the governor's emergency orders and mayoral proclamations are expiring. Counsel stated: "Beginning March 1, all members of public bodies must be physically present to participate, vote, and count toward a quorum," while acknowledging narrow exceptions for parental leave and disabilities and noting an accommodation request process through Human Resources.
Committee members then discussed the frequency and format of program reporting from bond teams. The existing practice — program reports once and liaison reports once every six months — was described; members asked whether departments should submit a written report at the time of a liaison meeting and whether a short standardized quarterly snapshot (issuance, amount issued, spent, encumbered) could be feasible. The committee asked staff to investigate feasibility and to clarify that departments should provide written backup materials to liaisons when liaison meetings occur. No binding policy vote was taken on reporting cadence at this meeting; staff said they will follow up by email and seek to standardize expectations.
