DBI staff described targeted inspections and outreach at single‑room occupancy hotels during the COVID‑19 emergency and outlined department actions on racial justice and equity.
Deputy Chief Samba and housing inspection staff showed a short video and described hundreds of SRO inspections conducted during the crisis, enforcement of cleaning logs and shared‑kitchen protocols, and partnership with the Emergency Operations Center and community organizations to reach non‑English communities. Department staff said they issued abatement notices and some criminal citations that remain under District Attorney review.
Deputy Director Tarrus/Tires Madison described internal and external elements of a forthcoming DBI Equity Action Plan developed with the Office of Racial Equity. Managers and supervisors have completed implicit‑bias training; DBI will administer a staff survey prepared by the Office of Racial Equity as the first step and then develop phase two focused on procurement, contracting and delivery of services. Madison said the combined plan is due to the Office of Racial Equity by Dec. 31, 2020.
Commissioners praised the SRO outreach and the department’s equity commitment and asked for opportunities to stay involved as the plan develops.
