OCII previews $18.8 million 2022 Community Facilities District budgets and long-range planning

OCII staff on Nov. 2 delivered a workshop on Community Facilities Districts (CFDs) and walked commissioners through proposed calendar-year 2022 budgets and work plans for seven CFDs that support infrastructure and maintenance in OCII project areas.
Melissa Whitehouse, OCII’s CFD project manager, told the commission that combined expenditures for calendar year 2022 are about $18.8 million, with roughly $37.4 million in unappropriated fund balance across all CFDs. Whitehouse outlined each CFD’s status and priorities: CFD 1 (South Beach) is now a maintenance-only district with a budget under $200,000 and a fund balance of about $763,000; CFD 4 has minimal levies and staff anticipate calling most outstanding bonds; CFD 6 (Mission Bay infrastructure) has an approximately $11.2 million budget with over $9.1 million in debt-service payments and an $18.8 million fund balance; CFD 5 (Mission Bay maintenance) anticipates increasing maintenance acreage (24.3 acres next year) and beginning to use fund balance as acreage grows; CFDs 7–9 (Hunters Point/Candlestick) include active infrastructure and maintenance accounts and planned park transfers and vendor procurement for maintenance services.
Whitehouse said staff will prepare long-range projections of revenues and expenditures to determine appropriate fund balance levels and any need to call or refund bonds. She asked for feedback and said staff will return Nov. 16 with updated budgets and will ask for approval at a later meeting, and will bring a fuller CFD budget as part of the spring OCII budget process.
Commissioners asked clarifying questions about CFD formation (two-thirds property-owner vote at formation, often the developer), how CFDs interface with development agreements and developer reimbursements, and timing for vendor procurement for newly transferred park operations. There were no public comments on the item.
