OCII approves $116,550 amendment to Diamond Technology contract to migrate legacy databases

The Office of Community Investment and Infrastructure (OCII) on Oct. 19 approved a first amendment to its personal services contract with Diamond Technology Services to modernize aging Microsoft Access databases.

The commission voted, 4–0 with one absence, to increase the contract by $116,550 — from $45,000 to a total not to exceed $161,550 — and to extend the term by two years through June 30, 2024. The amendment funds a fixed-fee migration phase and annual support services to transition OCII records and retention systems to Microsoft SQL Server.

Monica Davisteen, OCII’s HR and administrative services manager, told commissioners OCII ran pilot migrations of correspondence and resolution databases and found that "this pilot was successful," and that migrating the remaining databases is necessary because the existing Access systems experienced serious technical malfunctions given their age. Staff said the amendment includes a $56,550 fixed fee for data migration across eight databases and up to $20,000 per year (up to $60,000 total) for three years of time-and-materials support.

Commissioner Scott moved the resolution; Vice Chair Rosales seconded. After brief commissioner remarks in support of modernizing records and preserving OCII's historical documentation, the commission approved Resolution 35-2021 with a 4–0 roll call and one absence.

The amendment directs OCII staff to proceed with the migration and to rely on Diamond Technology and OCII IT staff for implementation and troubleshooting during the extended term. The motion does not change reporting requirements or add new programs; it funds technical migration and ongoing support only.
