OCII holds ROPS workshop on two technical amendments totaling $1.7M; oversight board action next week

At its Sept. 21 meeting the Commission on Community Investment and Infrastructure received a workshop on two technical amendments to the 2021–22 Recognized Obligation Payment Schedule (ROPS) covering Jan. 1–June 30, 2022, that together carry forward approximately $1.7 million in previously authorized funds.
Nina Yu, OCII’s budget and project finance manager, said the first amendment covers Building 101 at Hunters Point Shipyard/Candlestick Point—work that includes artist studios and an auditorium conversion funded in part by a U.S. Economic Development Administration (EDA) grant. Public Works invoiced less than anticipated in 2021 because of long lead times for procurement and fabrication; materials are now procured, fabrication is underway and the project is expected to be completed by February 2022. The amendment would carry authority for the unexpended grant match into the current fiscal year.
The second amendment concerns the Transbay Folsom Streetscape Improvement Project. Yu said Public Works delayed invoices in 2021 owing to procurement delays for traffic poles and signals; DPW completed construction in February and will invoice OCII for the completed work. Yu emphasized that total contract amounts do not increase—these amendments merely shift spend authority into the current fiscal year.
Yu said the net effect across funding sources is about a $1.7 million change (0.3% of the approved ROPS 21‑22) and noted the EDA grant match would require roughly $58,000 in RPTTF local match funds. Because this was a workshop, commissioners provided feedback but took no action; OCII staff will incorporate comments, present an action item to the oversight board next week and submit the amendments to the California Department of Finance by Sept. 30.
Commissioners thanked staff for the clear presentation and raised no substantive objections.
