DBI budget rises about $20 million; small ADU pilot funded from cuts

Deputy Director Tyrus Madison reviewed DBI’s FY2019–20 approved budget and the July financial report at the Aug. 21 commission meeting, noting the department’s budget rose by about $20 million from the earlier approved numbers. Madison said the primary drivers were costs connected with the 49 South Van Ness relocation, digital‑services work, and SF Permit, with about $10–11 million of recurring costs (including rent allocations) and roughly $8 million of one‑time move and setup costs.
Madison explained some $700,000 in minor cuts that the Board identified were earmarked to seed an accessory‑dwelling‑unit (ADU) pilot program. He said the program’s details were not finalized, that the mayor’s office of housing and the city attorney will be involved because DBI is a special‑revenue department, and that the pilot could include outreach or a loan program similar to the existing “cover” program. Commissioners asked whether the increased services-to-other-departments line item was recurring; Madison said portions — notably rent — are recurring while some move costs are one time.
Commissioners asked to schedule a follow‑up agenda item to review the DBI cover program and to invite the mayor’s office of housing to present on the ADU pilot when details are available. Madison offered to return with more specific budget allocations as planning for 49 South Van Ness proceeds.
