DBI preliminary finances show revenue uptick as permit valuations rise
Summary
Deputy Director Harris Madison told the Building Inspection Commission that revenues for July–August 2019 rose to $12.4 million from $11.8 million a year earlier, driven by higher plan-check revenues and at least one very large permit; staff cautioned figures are preliminary.

Deputy Director Harris Madison presented DBI’s August 2019 financial summary covering the first two months of fiscal year activity.
Madison said revenues were $12,400,000 for the two-month period compared with $11,800,000 the same time last year, an increase she attributed primarily to higher plan-check revenues linked to rising permit valuations. She noted the period included “one permit of $100 to $200,000,000” that did not occur in the prior year and that expenditures were slightly higher due to salary increases.
Madison cautioned the report covered only the first two months of the fiscal year and that more months of data were needed before projecting patterns. She said staff would monitor trends and potentially update projections once additional months were available.
Director Tom Hui separately reported a roughly 2% increase in permit filings, attributing some of the uptick to applicants filing before an upcoming code cycle change.
Commissioners asked no detailed budget questions at the meeting; staff offered to answer follow-up questions off-line and to provide additional monthly data as it becomes available.
