OCII approves three‑year CFD tax‑consulting contract with Goodwin Consulting

The Office of Community Investment and Infrastructure Commission on June 1 authorized a three‑year personal services contract with Goodwin Consulting Group Inc. to provide special tax consulting for OCII’s community facilities districts, in an amount not to exceed $463,432.
Melissa White house, OCII’s Community Facilities District project manager, told commissioners that CFDs allow local entities to levy a special tax and borrow to finance public infrastructure and that OCII administers multiple CFDs across project areas including Rincon Point, South Beach, Mission Bay, Hunters Point and Candlestick Point. She described the contract scope as annual administration, state reporting and “as‑needed” work such as bond issuance, refinancing or annexations.
The contract term runs three years from June 1, 2021, through May 30, 2024; the not‑to‑exceed amount is $463,432, with a portion allocated to annual tasks and $178,000 budgeted for as‑needed services. White house noted the purchasing policy allowed OCII to select a firm from the city panel; Susan Goodwin of Goodwin Consulting joined the meeting by phone and was introduced to commissioners.
In response to questions from Commissioner Brackett, Brea Hoarder, deputy director for finance administration, said OCII has had no contract overruns or related issues with prior special tax consultant contracts. Commissioner Beiser asked whether management of older CFDs located in areas no longer in active project status would be transitioned; White house said staff is still evaluating those management and transfer issues and will return to the commission with recommendations.
Vice Chair Rosales moved the resolution authorizing the contract; the motion was seconded and passed on a 5–0 roll‑call vote. The commission recorded five ayes and the motion carried.
The contract is listed on the agenda as Resolution No. 14‑2021. Commissioners indicated the item would return if staff determines transfers or other long‑term administrative changes are needed.
