The Office of Community Investment and Infrastructure commission voted unanimously Feb. 2 to authorize the executive director to enter into a personal services contract with Forrester & Kroger Landscape Maintenance Inc. to provide property maintenance for the Essex Street Hillside in the Transbay project area.
Marie Munson, senior development specialist in OCII's Real Estate and Development Services Division, said the contract's initial term would be three years with three one‑year extension options at the executive director’s discretion. She told commissioners the six‑year maximum payable is $211,908, including a $45,000 contingency, and that initial payments would be $2,150 per month to cover the entire property or $1,800 per month if the community garden area is excluded.
Munson said the site is designated for future park use but will transfer to the city for governmental purposes; in the interim OCII must maintain the parcel. Staff said the RFP was issued to 12 firms and Forrester & Kroger was selected on the basis of qualifications, experience and budget; the firm is described as a minority‑owned small business enterprise. Raul Garcia, the contractor's president, was present to answer questions; commissioners raised no substantive objections and the commission approved the authorization by roll call (4 ayes).
