OCII appoints Sally Orr as interim director and honors outgoing Executive Director Nadia Cisse

The OCII commission on Dec. 1 approved the appointment of Sally Orr as interim executive director and adopted a resolution thanking Nadia Cisse for her service.

Monica Davis Dean presented the appointment item and noted agreement had been reached with Sally Orr on the terms of the appointment; staff said the appointment would be effective Dec. 2, 2020 if approved. Commissioner Scott moved the appointment; Commissioners Scott, Brackett, Rosales and Chair Bustos voted aye and the motion carried.

The commission then presented a formal commendation to Nadia Cisse. Commissioners and staff read portions of the resolution that recounted Cisse’s tenure, highlighted accomplishments (including securing financing for major projects, guiding the redevelopment-dissolution transition, and delivering thousands of housing units), and expressed appreciation. Commissioner remarks were extensive and personal; Commissioner Scott said Cisse had been "a prime example of a humanitarian with the spirit of love and kindness" and Vice Chair Rosales described the relationship between the commission, staff and director as "very special." Staff compiled an album of photos and messages and several public callers offered brief congratulations. Nadia Cisse thanked commissioners and staff, called her time at OCII rewarding and said she would remain available to advise.

The appointment and the resolution were recorded as carried by roll call votes.

What’s next: Sally Orr will serve as interim executive director effective Dec. 2, 2020, while OCII executes its staffing plans and continues ongoing project work.
