OCII staff told the commission on Nov. 17 that 1150 Third Street (Mission Bay South Block 3 East), a 119‑unit affordable multifamily rental development completed in January 2020 and named Edwin M. Lee Apartments, has achieved full occupancy.
Staff said developers Chinatown Community Development Center and Plowshare completed the project and that the unit mix includes one manager’s unit. OCII reported lottery results and noted 14 units were allocated under the neighborhood residence housing preference; staff said 29 percent of lottery units were awarded to Black households, a figure staff described as notable.
Vice Chair Rosales asked for clarification about applicants listed as COP holders who were not housed. Pam Sims, responding for staff, said that the list referenced is the waitlist for this building: when vacancies occur, holders at the top of that list will be asked whether they are comfortable moving into the property. Commissioners expressed appreciation for the report and staff availability for follow‑up questions.
