OCII to issue RFPs after lead developer withdraws from Hunters Point Blocks 52 and 54

OCII staff reported that McCormack Baron Salazar (MBS) has withdrawn from the lead-developer role on Hunters Point Shipyard Blocks 52 and 54, and the agency intends to issue a request for qualifications (RFQ) or request for proposals (RFP) to replace the lead developer while retaining the rest of the development team and existing subcontracts.
Director Sesse told commissioners that staff selected a development team in 2018 that included MBS as lead and that MBS has since communicated its withdrawal. "They were withdrawing and terminating their participation within the development team," Sesse said. Staff said the intent is to preserve the remainder of the team to avoid disrupting the project but acknowledged the change will cause a delay.
Staff also presented an informational memorandum to issue an RFP for ongoing monitoring and maintenance of the Transbay Essex hillside park. The current personal services contract with MJM Management Group is scheduled to expire (recorded in the meeting as June 01/31/2021) and staff said they are seeking to issue a new request for proposals to continue maintenance work.
Commissioner Scott asked whether any firm was already lined up to assume the lead role; staff said no, the RFP process will identify respondents and that a "menu of participants" with prior experience may respond. Vice Chair Rosales asked why MBS withdrew; staff said it appeared to be "a combination of factors — the complication of the site as well as the delay" and that staff continue communications with the firm, but no written notice had been received.
Staff said they will proceed with issuing the RFPs and conduct a standard competitive selection process, including review and interviews, to select a new lead developer.
