The Citizens General Obligation Bond Oversight Committee completed its annual leadership elections and approved a short slate of committee business before turning to bond and audit updates.
Leadership elections: Chair Chiu called for nominations; Kristen (member) nominated Siobhan to serve as chair and members seconded the nomination. A roll call vote recorded multiple affirmations and the committee declared Siobhan the new chair. Jane Natoli was nominated and elected vice chair by roll call (eight votes recorded in favor). The committee also approved the minutes of its 01/27/2020 meeting with a minor amendment requested by a member.
Subcommittee formation: Following presentations and a lengthy discussion of public integrity audit findings, a motion was made and seconded to form a special subcommittee to investigate how Controller's Office recommendations intersect with bond program oversight. After taking public comment, the committee conducted a roll call and the motion passed. Committee members volunteered to consider membership and coordinate with the chair and vice chair on staffing.
Why it matters: Reconstituted leadership sets the committee’s near‑term priorities. Members said the subcommittee is intended to provide a focused venue for detailed, timely oversight of possible governance problems identified in audits without displacing the committee’s regular bond review schedule.
Next steps: Staff will provide a proposed staffing plan and timeline for the subcommittee, and the Controller’s Office will provide memos on recommended code changes and contractor search results in advance of a December update.
