DBI and technology team report progress on Accela permit system; 361 defects remain ahead of next UAT

Henry Bartley from the Department of Technology told the commission that the Accela (SF Permit) implementation team fixed about 280 severity‑1 and 2 defects since the last report and that 361 remaining items are scheduled for remediation. The project timeline aims to close the remaining defects by January and start a new round of user acceptance testing in early February, preceded by an internal pretest round and peer‑testing to reduce user issues.
Bartley said the team instituted peer testing among developers and that city CIO guidance is being followed to improve code quality. Commissioners pressed about personnel adequacy and go‑live criteria; Bartley said staffing has been returned to full strength and that a go‑live date will be set only after passing the UAT criteria (no remaining severity‑1/2 defects emerging from testing).
Public comment raised two operational questions: whether the new system would allow deletion of citizen complaints and whether it would accept photo attachments. Bartley replied that end users cannot delete records (only rare application administrators could) and that the system accepts and retains attachments such as photos on inspections and complaints.
Next steps include closing the remaining defects, conducting the pretest and UAT rounds, and then setting a firm go‑live date once quality gates are met. DBI and the project team will report back as the testing milestones are reached.
