Bill Strachan, legislative and public affairs, said the ordinance aligns the city with a recently passed California state law requiring expedited processing for EV charging infrastructure and reflects long-standing city practice. He said the measure “just enables us to codify, already existing practice.” The Department of the Environment requested a strengthening amendment to add a 12-month timeline to complete the administrative bulletin required by the ordinance; staff described the change as a timeline rather than a substantive modification.
After brief discussion about the amendment and no public comment, a motion to approve was made and seconded and the commission conducted a roll-call vote, which passed unanimously.
The ordinance formalizes procedures DBI has previously used in practice and establishes a schedule for publishing the implementing administrative bulletin within 12 months. The adoption is intended to reduce permitting delays for EV infrastructure installations across the city.
