The Commission conditionally approved a revised schematic design for a six-story, 65-foot mixed-use building at 4128 Third Street in the Bayview Industrial Triangle and revoked the prior schematic approval issued by Resolution No. 42‑2016.
Alok Vyas, associate planner and urban designer with OCII’s Design Review Division, said the updated schematic reflects changes that emerged during design development: an 8–12 inch encroachment by an adjacent property made the originally approved vehicular turntable and basement parking infeasible. To respond, the owners revised the schematic to remove the turntable and basement parking, expand ground-floor commercial space (gaining roughly 1,700 square feet of commercial area), and add one residential unit for a new total of eight units (one inclusionary below-market-rate ownership unit).
Architect Khodor Balbaki described facade materials and modest massing changes, relocation of internal stairs to satisfy 2019 building-code requirements and the addition of a light well to increase daylighting to units. The applicants have voluntarily agreed to comply with OCII’s Small Business Enterprise policy and will provide about 600 square feet of ground-floor space for community use. Staff found the conditional approval categorically exempt from CEQA under the infill exemption (Guidelines section 15332).
A public caller, Oscar James, expressed support. Commissioner Scott recused herself from this item; the Commission recorded 3 ayes and one recusal and approved the revocation and conditional schematic approval.
