Building Inspection Commission adopts AB 82 to standardize seismic and geotechnical review

The San Francisco Building Inspection Commission on Nov. 21 unanimously approved Administrative Bulletin AB 82, which sets guidelines and procedures for structural, geotechnical and seismic-hazard engineering design review.
Dan Lowery, deputy director of permit services, told commissioners the bulletin “gives guidelines and procedures for structural, geotechnical, and seismic hazard engineering design review of buildings and other structures.” He said the bulletin includes a peer-review requirement for tall buildings over 240 feet and an additional geotechnical peer review for large projects whose foundations do not extend to bedrock.
Commissioners moved directly to a roll-call vote after staff said the presentation had been given at a prior hearing and no public comment was offered. The vote was unanimous.
The bulletin aims to clarify review responsibilities and strengthen oversight of seismic and geotechnical issues as the city and industry adapt to new building technologies and evolving code guidance. DBI staff announced outreach connected to other municipal compliance efforts and a related accessibility program reminder in the same meeting.
The Commission did not attach any new local ordinance numbers to the bulletin; AB 82 is an administrative guidance document that DBI will implement through its internal review processes. The next procedural step is DBI staff implementation and any related administrative bulletin publications noted by the department.
