OCII details Transbay Zone 1 progress: 3,200 units planned, 35% affordability requirement

At the Dec. 17 meeting, OCII staff provided an update on Zone 1 of the Transbay redevelopment project area, outlining buildout targets, current progress and near-term actions.
Shane Hart, Transbay project manager, said Zone 1 was created in 2005 to generate funding for the Salesforce Transit Center and that it is under OCII land-use authority. He said Zone 1 will include about 3,200 residential units at buildout, with 1,400 of those designated as affordable to meet the redevelopment-area obligations. "State law requires that 35% of all new units built in the plan area be affordable," Hart said, adding that Zone 1 will make up the shortfall from Zone 2 to reach the overall 35% obligation.
Hart reported 1,267 units complete in Zone 1, 929 units under construction, and additional projects in predevelopment. He said $1.3 billion in contracts have been let to date in Transbay, with 23% of contracts awarded to small businesses. Planned public improvements include 3.9 acres of open space and streetscape upgrades along Folsom Street; Underramp Park schematic designs are complete and the project is under review by the Transbay Joint Powers Authority (TJPA).
Next steps Hart identified include issuing an RFP for a developer partner for Block 2 in early 2020, developer selection in late summer 2020, and predevelopment funding approvals in late 2020 or early 2021. For Block 4, staff anticipates redevelopment-plan and related amendments in mid-2020 to increase building heights and move forward schematic and DDA approvals.
A public commenter reiterated calls for local preference and homeless housing during public comment; staff did not take formal votes on the workshop items.
