OCII presents FY2017–18 housing production and SBE/local hiring outcomes

The commission received two related informational workshops Aug. 6: a housing production update for fiscal 2017–18 and a semiannual report on OCII small-business enterprise (SBE) participation and local-hire outcomes.
Jeff White, OCII housing program manager, summarized the draft FY2017–18 report. He said OCII's project areas (Shipyard/Candlestick Point, Mission Bay, Transbay) account for more than 21,820 total planned units and that roughly one-third of build-out units are expected to be affordable. In FY2017–18 OCII recorded 374 housing completions (255 affordable). At the end of that fiscal year about 1,970 units were under construction, including projects in Mission Bay South and Transbay; 4,439 units were reported complete in Phase 1 overall, with 66 units under construction on the hilltop at the time of the presentation (figures provided in staff slides).
Raymond Lee, OCII contract compliance supervisor, then presented the SBE and local-hire report. OCII operates a 50% SBE participation goal on a good-faith-effort basis and reported approximately $130 million in covered contract awards during the period, with robust participation in professional services and improved construction participation (about 45% for the period). OEWD and Citibuild staff described workforce referral procedures, certified payroll monitoring and job-site visits; they reported local-hire participation of about 13.7% for the six-month reporting window and 16.5% aggregating all projects through June 30, 2019. Presenters noted that rapid increases in construction activity have expanded total hours substantially, creating both opportunities and shortages in specific trades (ironworkers, electricians, plumbers) and that partners are pursuing training and recruitment solutions.
Commissioners and the public praised outreach events and suggested additional engagement tactics (matching features in DALIA, targeted vendor table talks, and creative training/placement programs). The presentations were informational and no action was taken.
