Controller's office unveils redesigned committee website, public-finance schedule and CSA work plan priorities

Controller's office staff briefed the committee on a set of administrative items: the committee's redesigned website is live with an added public-comment form; the public-finance office presented a calendar of anticipated issuances totaling about $165 million for fiscal year 2019 and reported that Series 2018 C–E financings (par totaling roughly $382 million) were scheduled to close the week of May 23; and the CSA outlined its FY2018–19 work plan.

Peg Stevenson, Controller's Office, said the website redesign improves searchability and archives and that staff will coordinate a single mailbox for public-comment submissions. Anna Vandegna, director of public finance, reviewed the issuance schedule and encouraged committee members to consult the packet for anticipated Board of Supervisors dates. CSA staff summarized audit priorities for the next year including procurement and contract compliance, payroll and P-card monitoring, nonprofit oversight, cybersecurity audits and the Geo Bond Expenditures audit program focused on parks and ESR bonds.

Committee members asked about coordination with other budget offices and the capacity to respond to urgent issues; Controller staff said the CSA can assemble interagency teams, track costs to work orders and adjust quarterly to respond to emerging priorities such as homelessness or permitting bottlenecks. A public-satisfaction survey procurement was also described; fieldwork is expected later in the year with a final report around year-end.
