Oversight committee approves pilot survey and hears benchmarking and website updates

The Controller's Office briefed the GO Bond Oversight Committee on a benchmarking study that compared its practices with five peer jurisdictions and produced six recommendations, including standardizing reporting templates, strengthening orientation and training for new members, and increasing audits and public transparency.
"Overall, CGOBOC follows many of the leading practices identified in this report," Alice Duncan Graves of the Controller's Office said, summarizing the study's findings. The report suggests that the committee standardize reporting formats, consider stakeholder engagement as a performance measure and request more frequent audits to ensure bond proceeds are spent as voters intended.
Committee members welcomed the study and then discussed two operational items: a website redesign intended to make bond program materials more accessible, and a public satisfaction survey pilot. Controller staff presented a landing-page mock-up and proposed archiving recent quarterly reports, and recommended the committee pilot satisfaction surveying on Raymond Kimball Playground (park bond) and Bartlett Streetscape Improvements (2011 road repaving bond).
Committee members accepted the pilot-recommendation and asked staff to proceed with the procurement and to bring a live website demo to the next meeting. Controller staff also reported recent audit activity: the 2008 Parks bond audit was publicly issued during the meeting, the 2012 parks audit is in fieldwork and the 2014 Earthquake Safety (ESR) audit is being scoped.
Next steps: controller staff will proceed with the survey RFQ for the two pilot projects, present website mock-ups at the next meeting and continue audit work; committee members requested unexpended-funds reporting for the GO bond program at the next meeting.
