Rec & Park: neighborhood park bond projects progressing; third sale anticipated

Dawn Cumberland, director of planning and capital management for the San Francisco Recreation and Parks Department, updated the committee on the department’s bond portfolios. She said the 2000 neighborhood parks bond is essentially complete subject to a final closeout report; the 2008 Clean and Safe Neighborhood Parks bond is largely complete with about 1.5% remaining; and the 2012 neighborhood parks bond is progressing with major named projects moving toward or into construction (West Sunset, Glen Canyon, Balboa Pool, Garfield Pool, Margaret Hayward and others).
Cumberland described staffing and operational constraints that have slowed some citywide programs (trails, forestry) and noted recent hiring in urban forestry and a new project manager for tree projects. She said the department is planning for a likely third bond sale in early 2018 to fund remaining design and delivery of several neighborhood projects and that philanthropic leverage (Parks Alliance) and impact fees are helping stretch bond dollars on selected sites.
Rec & Park also discussed a life‑cycle analysis effort to replace an outdated asset inventory and said the department is developing a reserve policy to address procurement and bidding‑climate risk. Committee members toured several sites and expressed appreciation for recent completions.
