DOS presents FY24–25 RFP calendar, highlights cultural‑humility training and nutrition contracts

Tahir Sheikh, a senior contract manager at the Human Services Agency, and Erica Maybaum, a program analyst in DAS’ Office of Community Partnerships, presented the department’s FY24–25 Request for Proposals (RFP) schedule to commissioners. They described the procurement cycle as four‑year grant periods intended to provide stability for grantees and to stagger procurements across service categories.
Maybaum said the Community Needs Assessment (CNA) and the Service Allocation Plan (SAP) inform what contracts are released and how funding is allocated. She highlighted several planned RFPs for contracts set to expire in June 2025, including a cultural‑humility training contract to improve services to LGBTQ+ older adults, large congregate‑meal and home‑delivered meal procurements that cover culturally specific menus (Russian, Chinese, Latin, Samoan, kosher), and an RFP to form an elder abuse forensic center and a high‑risk self‑neglect multidisciplinary team.
"Aligning contracts into four‑year cycles is for the purpose of easing administrative burden and creating stability and a longer planning cycle for grantees," Maybaum said. Tahir Sheikh added that the department plans to release 24 RFP items this year and anticipates one sole‑source program for the fiscal year.
Commissioners asked routine scheduling questions; staff said they will attempt to stick to tentative release and commission approval dates and start most new four‑year grants in July 2025. The presentation was informational; no action was taken.
