OCII approves EDA grant time extensions for Building 101 improvements at Hunters Point Shipyard

The Commission on Community Investment and Infrastructure voted Sept. 18 to authorize the executive director to execute amendments extending time for two Economic Development Administration grants so remaining funds can be used for Building 101 improvements in the Hunters Point Shipyard (Parcel A1).
Jonathan Plowman summarized the EDA grant program history: five grants totaling $15.5 million were awarded between 2003 and 2007 with a 10% local match requirement. Grants 1–3 are closed; remaining funds in grants 4 and 5 will support design and construction of Building 101 improvements that include conversion and enlargement of a lecture hall to gallery space, improved emergency egress with multiple fireproof exit stairs, and upgrades to restrooms for ADA accessibility.
Plowman said OCII has coordinated with Public Works, the Fire Department and the Department of Building Inspection to define a feasible scope that city agencies will accept within the available budget. To accommodate schedule changes for design and permitting, staff asked authority to execute amendments extending grant deadlines by up to 42 months.
Plowman also addressed an ongoing California Department of Public Health radiological scan of Parcel A1. He said the department has scanned more than 90% of public and common areas and that available results indicate nothing hazardous to health or the environment in open and accessible areas around Building 101; Plowman said the item found (a small deck marker) was removed and agencies declared it safe. Shipyard artists’ group STAR (Shipyard Trust for the Arts) supported the extension in public comment.
Public comments from STAR and resident Oscar James expressed strong support for the improvements, noting benefits to artists and improved accessibility. The motion to authorize grant amendments (Resolution 40‑2018) carried on a roll‑call vote of four ayes, one absent.
Staff outlined next steps: obtain EDA approval of the extensions, complete design work in collaboration with Public Works in spring 2019, award construction contract by fall 2019 and complete construction by fall 2020, returning to the commission as required.
