The one-year contract includes options for two additional one-year extensions with an aggregate not-to-exceed value of $1,700,000 (Resolution No. 44-2018).
Staff outlined the competitive RFP process: an RFP issued in August 2018, a pre-proposal meeting in August with five interested firms, and receipt of one full proposal (Hollins Consulting) that included subconsultants and local LBEs. The panel review found the team qualified, with fair fees and relevant experience on large infrastructure projects.
The public comment period included one speaker who expressed general support. Commissioners asked clarifying questions about contract term and extensions. A motion to approve the contract (mover recorded in the transcript as Commissioner Gonzales, seconded by Commissioner Scott) passed on a roll-call vote of 4 ayes, 1 absent.
The contract will take effect per the executive director—s exercise of extension options and will be administered by OCII staff.
