OCII to contract SF Public Works for Transbay Park design under $3.9M MOU

The commission approved an MOU on Sept. 18 to hire San Francisco Public Works to design and manage construction of Transbay Park for an amount not to exceed $3,895,613 through Sept. 18, 2021.
Presenter Cisse described Transbay Park as slightly over one acre and positioned between Block 4 and Block 2 of the temporary terminal site. Cisse said Public Works’ landscape architecture team will act as the lead designer; once OCII transfers the completed park to the city, it is efficient for Public Works to develop the schematic design and manage construction bidding and procurement.
The MOU covers concept design through construction bidding; staff noted the budget includes a base services fee and allowances for as‑needed services (roughly $1.2 million for those allowances). Cisse said the schedule calls for public outreach and concept design in fall/winter, schematic design return to the commission in about a year, bidding of construction documents mid‑2020 and construction completion targeted for 2022.
Commissioners confirmed that OCII’s SBE policies and local‑hire goals apply to any subcontracts under the MOU and welcomed interagency cooperation. The motion to approve the MOU carried on a roll‑call vote of four ayes, one absent.
Staff said they will return with schematic designs for commission approval and will ensure subconsultant opportunities comply with OCII SBE requirements.
