The San Francisco Successor Agency commission on Nov. 6 conditionally authorized converting 25 residential parking spaces at Mission Bay South Block 2 (185 Channel St.) to accessory retail parking for a ground‑floor grocery tenant, Gus' Community Market. The actions approved were an amendment to the block schematic design and a variance from the Mission Bay South design for development rules that currently permit 16 retail spaces based on retail square footage.
Gretchen Heckman, OCII development specialist, told commissioners the building contains 315 market‑rate units and 315 parking spaces (a 1:1 ratio) but that less than half of households have opted into parking, leaving "about 160 spaces" vacant in the garage. Staff recommended the conversion because 25 underused spaces could be repurposed for the grocery tenant without degrading residents' quality of life. Heckman said the request arises from Gus' desire to open in Mission Bay before year end.
Developer and tenant representatives said Market Hall’s earlier retail model had higher price points and limited a captive audience; Gus' representatives described a different price and customer model. Commissioners pressed staff and representatives on retail parking costs and access. Counsel for the building owner (UDR) and Gus' representatives confirmed the retail parking for Gus' would not be charged to customers and that UDR would prepare entry procedures and monitoring plans as a condition of approval.
Commissioner Rosales moved the item; the commission adopted the motion by roll call (4 ayes, 1 absent). Staff said it will return in early 2019 with proposals for using additional vacant garage spaces.
