The San Francisco Successor Agency commission voted Nov. 6 to authorize a three‑year personal services contract with Urban Analytics LLC for fiscal consulting services related to tax allocation bonds, continuing disclosure and bond‑related tax analysis. Staff described the contract as a single package covering continuing disclosure reports and contingency tax analyses the agency may need if credits or taxable events change. The contract is not to exceed $82,500 and runs through Dec. 31, 2021 to align with the agency's December reporting deadline.
Director Sasse explained staff selected Urban Analytics from a city fiscal consultant pool because of the firm’s prior work on the agency’s credits and their familiarity with OCII documents. "There are really 2 parts to it: continuing disclosure reports and, bond related tax analysis," the consultant said during the presentation, describing the continuing disclosure reports as the primary work.
Commissioners asked whether the $82,500 covered all three years; staff confirmed it is the total contract amount for the full three‑year term. Commissioner Singh moved approval and the commission adopted the motion by roll call vote (4 ayes, 1 absent).
