The San Francisco Department of Disability and Aging Services Commission unanimously authorized a sole‑source grant agreement on Sept. 6 to contract with the Child Family Policy Institute of California (CFPIC) to support adult protective services (APS) implementation statewide.
Presenter Jill Nilsson explained that San Francisco, as fiscal agent for the 50 Ninth county realignment fund, was directed by the California Department of Social Services to establish the contract. She described the agreement as unusual because it funds statewide services rather than services restricted to San Francisco and because the funding originates from the 50 Ninth county account that serves all 58 counties.
Nilsson said the contract would focus on capacity building within adult services and APS programs, developing leadership coaching for deputy directors, assessing county delivery models to identify and scale best practices, and coordinating with the California Department of Social Services and the County Welfare Directors Association. Nilsson also noted that unspent funds under this contract would revert to the 50 Ninth county fund.
Commissioners asked whether San Francisco receives direct administrative compensation for acting as fiscal agent and whether the city can seek reimbursement for the staffing resources expended in managing the account. Staff replied the role has historically been administrative and said they would research whether statutes allow compensation or reimbursement.
A roll call vote recorded unanimous approval by President Janet Spears, Vice President Nelson Lum, Commissioners Martha Knudson, Sasha Bittner and Wanda Zhang.
The authorization directs staff to finalize the sole‑source agreement and return with any required contract documents for execution.
