DBI says Accela/PPTS build will add online permitting, inspector scheduling and NOV tracking by year-end

Bruce Yuke, project manager for the Accela/PPTS implementation, told the Building Inspection Commission on Nov. 15 that DBI has finished an enterprise security audit, begun integration of an inspector-scheduling module with ClickSoftware, and prepared a citizen web portal for permit access.
Yuke listed process improvements intended for the PPTS build: redesigning workflows so informal handoffs with Planning and Fire are tracked; automated 60-day notices ahead of permit expiration; expanded online permit types (no-plan alterations and roofing); better tracking of third-party inspections; integration of code-enforcement complaints and NOVs into a single module; formal recording of night-noise permits; and public online inspection scheduling.
Yuke said DBI expects to complete stage 2 and 3 builds by Dec. 28 and that vendor staffing had been extended to keep the project on schedule. "One of the persons that was scheduled to come off the project has actually been extended to help with the reports... to help pull that timeline and keep us on schedule," he said.
Public commenter Jerry Dretler commended the work and asked that BIC be given specific reporting objectives to monitor NOV management, recurring complaint categories (hoarding, abandoned property, stalled construction) and serial permit violators, including district-level reporting. DBI staff agreed to consider reporting objectives and to present specifications as part of future implementation materials.
Why it matters: DBI says the PPTS changes will make permitting more transparent to customers, allow automated reminders to avoid inadvertent permit expiration, and centralize complaint and NOV management for better oversight. Report specifications requested by the commission or public would enable the commission to track enforcement outcomes and recurring issues.
