OCII selects McCormack Baron Salazar and BHP MSS for Hunters Point affordable housing parcels

The Office of Community Investment and Infrastructure recommended and the commission approved March 20 the developer team led by McCormack Baron Salazar (MBS) in partnership with Bayview Hunters Point Multipurpose Senior Services (BHP MSS) for development of affordable family rental housing on Blocks 52 and 54 of the Hunters Point Shipyard.

Elizabeth Colomelo, senior development specialist, said the selection panel — which included neighborhood representatives — scored three proposals and found the MBS/BHP MSS team to have the highest total score based on development concept and team experience. The proposal includes on‑site services led by BHP MSS, John Stewart Company as property manager, and Methuen Solomon as architect. Staff highlighted the team’s financing approach and deeper income tiering designed to increase opportunities for certificate‑of‑preference holders.

Nearby homeowners who spoke during public comment welcomed the selection but said they were still concerned about a history of promises tied to the parcels. Eric Vanderpool told the commission he and other residents had been told by Lennar that the lots would be parks when they bought homes nearby; he said Lennar later denied responsibility and residents were considering legal remedies. David Springer and other residents asked for intensive outreach and early design discussions to rebuild trust.

Colomelo said the project is at an early, massing‑concept stage, with schematic design returning to OCII later in the year. She confirmed a planned outreach program through the Shipyard Citizens Advisory Committee and said marketing and tenant selection steps would follow standard OCII procedures. Commissioners voted to approve the developer selection by roll call 3–0 (1 absent).
