DBI urges outreach as Tier 3 seismic deadline looms; private schools lag on evaluations

Tom Hui, Director of the Department of Building Inspection, briefed commissioners on the Tier 3 seismic‑retrofit program, saying Tier 3 deliverables are due Sept. 15 and that the tier covers roughly 3,500 buildings. Hui said about 1,500 of those buildings were not yet complying and that DBI was conducting a broad outreach campaign including radio, TV and bus ads to encourage submissions.
Commissioners and staff discussed sequencing future seismic phases (e.g., unductile concrete and other building types), and whether a slowdown in large private projects could free staff capacity for enforcement and seismic programs.
A commissioner flagged private schools: of 109 private schools identified, DBI had received just over 7% of required evaluation reports (due Nov. 1). Commissioners urged outreach and, if appropriate, communication with the Board of Education to prepare for potential impacts if schools close or are temporarily unable to operate.
Staff also presented June code‑enforcement statistics: 5,686 building inspections performed; 347 complaints received; 302 complaints responded to within 24–72 hours; 67 first notices of violation issued; 83 code‑enforcement cases sent to director’s hearing; 4 cases referred to the litigation committee and 3 cases referred to the City Attorney.
