DBI says Accela merge with Planning on track; hosting decision, data migration remain risks

Sean Bielen, the project manager for DBI’s project-tracking system, told the commission the project plan is finalized and that test-environment results are encouraging. He said the team has begun data-migration planning and will start closer prototyping with business users in late July.
"We expect the DBI and planning merge to be done late August," Bielen said, adding that teams are addressing expected technical issues and that an organizational change management plan will engage departments and train users.
Commissioners asked whether reports in the new system would be customizable and whether other city departments (Entertainment Commission, Arts Commission, Health Department, Treasurer) could access necessary data. Bielen said there will be a mix of standardized reports created by developers and an ad hoc reporting tool for users, and that existing interdepartmental extracts will be maintained.
On hosting, Bielen said DBI has held multiple discussions with Exela and expects to finalize that decision by the end of the month. The department confirmed ambitions to bring additional departments into future phases and noted budgetary planning will be required to expand access.
