OCII awards landscape maintenance contract for Rincon Point/South Beach

The commission approved a personal services contract with Forrester and Kroger Landscape Maintenance, Inc., for up to $274,436 (including contingency) to provide landscape maintenance in Community Facilities District No. 1 (Rincon Point/South Beach) for an initial three-year term plus an optional three-year extension.
The Commission on Community Investment and Infrastructure voted unanimously Oct. 3 to authorize a personal services contract with Forrester and Kroger Landscape Maintenance, Inc. to provide landscape maintenance services within Community Facilities District No. 1 (Rincon Point/South Beach).
Max Barnes, OCII project associate, said OCII issued an RFP earlier in 2017 and received two proposals; Forrester and Kroger was the only firm to submit a complete proposal and staff recommended selecting the current low bidder. Barnes told commissioners CFD No. 1 was established under the Mello-Roos Community Facilities Act and that all operations are funded by special taxes levied on property owners within CFD No. 1.
The contract authorized an initial three-year term with a three-year option to extend, in an amount not to exceed $249,436 and a contingency of $25,000 for extra work, for a total aggregate maximum of $274,436.
Commissioner Singh asked whether the vendor had prior experience with city contracts; Raul Garcia, identified as owner/president of Forrester and Kroger, confirmed the firm has worked for the city for about 12 years and emphasized neighborhood coordination: "We pretty much work with the neighborhood. We like to involve ... the management of the South Bay Marina Apartments." Commissioners voted by roll call; the secretary recorded five "yes" votes and the motion carried.
The contract award will be administered by OCII using CFD funds paid by property owners in CFD No. 1.
